Network Rail is one of the largest land and property owners in the country. The Commercial Property team is responsible for generating sustainable income from the estate for re-investment in our rail infrastructure. The teams diverse portfolio encompasses all non-operational property and its mission is to drive the best possible value from the estate by focusing on ways of creating sustainable income for re-investment in our rail infrastructure.

The team provides specialist professional advice on all town planning and heritage issues with Network Rail including the application of permitted development powers and the preparation, submission and negotiation of planning, listed and conservation area consents. In addition the team ensures that local development planning docucements reflect the needs and aspirations of the Company.

Brief Vacancy Description

A vacant post exists within the LNW route focused Town Planning team based at Manchester providing support on the full range of planning issues including LDF policy assessment, the submission and preparation of appropriate planning, listed building and conservation area consents as well as permitted development prior approvals and notifications.

Job Purpose

To undertake the provision of Town Planning advice to Network Rail.

Detailed External Job Description

A vacant post exists within the LNW route focused Town Planning team based at Manchester providing support on the full range of planning issues including LDF policy assessment, the submission and preparation of appropriate planning, listed building and conservation area consents as well as permitted development prior approvals and notifications. The office covers a wide geographical area and travelling will be required.

Key Accountabilities

1. To undertake the preparation and submission of planning applications for low complexity commercial and operational railway projects, where it is agreed with Major Projects & Investment that Commercial Property will lead.

2. To undertake the preparation and submission of the required notifications on General Permitted Developments Order rights, Listed Buildings, Tree Preservation Orders and to maintain comprehensive records.

3. To undertake the preparation, submission and negotiation on planning appeals for commercial and operational railway projects.

4. To make certain that appropriate representations are made to protect Network Rail’s interests on emerging local authority development plans and attend.

5. To undertake the provision of heritage advice on complex and sensitive commercial and operational railway projects.

Job Skills, Experience and Qualifications

Essential

• Educated to degree level or equivalent
• Training for MRTPI or MRICS qualification
• Strong communication skills
• Experience of Town Planning issues including public enquiries
• Strong presentation skills
• Positive and proactive team player

Desirable

• MRTPI or MRICS qualified
• Full Driving Licence
• Understanding of Town Planning issues in relation to the rail industry
