Department Description

The Signalling and Telecoms department is responsible for the maintenance of the Railway infrastructure in a safe, timely and professional manner.

There are three distinct areas to the department, Rapid Response and Points Maintenance teams, Telecoms and Control Systems team and the Management team.

The Rapid Response teams respond to all failures on the railway and seek to diagnose the cause of a fault within a defined response time. This team is also responsible for the preventative maintenance of the Signalling and Telecoms systems.

The Maintenance Manager is responsible for the management of a team of Rapid Response team, where through the efficient use of resources, delivers the maintenance to plan and responds to failures within the specified response time.

The Telecoms and Control systems team support the Rapid response teams and provide second line response to faults. This team is also responsible for the maintenance of the Control systems and key Telecoms systems.

Brief Vacancy Description

· To undertake S&T maintenance and faulting activities under the direction of the team leader.
· To undertake preventative maintenance and provide support for corrective maintenance on signalling and Telecoms equipment, including but not limited to:
· TVM430 signalling system
· Track circuits
· Point machines and point systems
· ITCS equipment
· Trackside equipment
· Signals and marker boards
· Signalling structures
· Cables
· Telephone systems
· DTN systems (SDH 155 / 622 Mbits)
· CCTV systems
· Cab Secure Radio system (450MhZ)
· EMMIS system (SCADA)
· The role requires that the post holder is able to work alone as well as directly assisting in maintenance and rapid response activities.
· Gaining the core preventative competence is the first step in this role. Continue to work towards gaining team leader corrective competencies within the period specified by the S&T Group Competence and career Development process. This will provide a platform for an individual to act up to a higher grade, provide career development opportunities and increase the flexibility of staff for the business.

Detailed External Job Description

· To undertake maintenance on electrical equipment and plant, including but not limited to:
· Points heating
· Open route and tunnel lighting
· To undertake response duties to all incidents or failures affecting, or likely to affect, the safe or efficient operation of the railway, such that the Contract’s target response of 30 minutes is met. Duties connected with rapid response will include:

· Rectification of failures on equipment for which you have been deemed competent.
· Pass on accurate and detailed information of incidents or failures such that further assistance can be provided effectively
· Record evidence of failures to enable root cause analysis to be undertaken
· Partake in the analysis of failures to further asset understanding of failure conditions and operational characteristics.

· Your competencies requirements will include:
· Undertake preventative maintenance of ITCS Hardware & Interlocking
· Undertake preventative maintenance of UM71,
· Undertake preventative maintenance of Points, KVCC , VCC & Paulve
· Undertake preventative maintenance of Cables,
· Undertake preventative maintenance of MAE, KVB, ITL, VHME
· Undertake preventative maintenance of Mechanical Signalling
· Undertake preventative maintenance of EMMIS equipment
· Undertake preventative maintenance of RCC equipment
· Undertake preventative maintenance of Telecoms equipment

· PTS
· Site Warden
· Task Supervisor
· Signal Technician
· Deal safely and effectively with Broken Rails
· Bridge strike
· Points Operation
· TC Release
· Standby generator testing and maintenance (including air systems, battery systems, cable routes, LV signal supply and signal change over panel)
· Provide Signalling and Telecoms support for other engineering disciplines.
· Involvement with investigations as to the cause of repetitive failures to ascertain the root cause and improve our asset understanding and maintenance methods.
· Support to the maintenance and faulting teams in execution of the maintenance plan and rectification of asset failures.
· Maintain effective communication and good relationships with customers at all levels within the CTRL organisation.
· Align working patterns and practices with the requirements of customers and introduce changes as necessary, working within the framework of existing terms and conditions.
· Analyse condition-monitoring data and report on the condition of the Signalling & Telecommunications Infrastructure.
· Implement the work programme defined by the annual plan ensuring delivery to specification, in order to improve infrastructure reliability and reduce train delay.
· Implementation of high standards of Health & Safety to comply with Company and Legislative requirements & regular meetings with safety reps.
· Ensure adherence to company ISO9000 procedures.
· Seek to reduce System Unavailability and failure of equipment.
· Resolve technical problems and provide advice and guidance in infrastructure maintenance within the appropriate specific technical discipline.
· Ensure accurate work records are produced to enable customer and internal reports to be produced.

EXPERIENCE ATTRIBUTES
· ONC/OND in an engineering background.
· At least 2 years experience of Railway Signalling Infrastructure.

SPECIFIC SAFETY RESPONSIBILITIES
· General Responsibilities of all staff as laid out in Company Policy Manual
· Responsible for own safety by ensuring that all work is undertaken in a safe manner and not accepting unsafe working practices
· Responsible for the safety of direct and indirect reports by ensuring that all work is planned and executed to safely and to company and CTRL standards
· Wear all necessary PPE as mandated within method statements
· Report unsafe situations in and around work place
