Job Description

Tasks

The position is responsible for the development, implementation and oversight of safety and environmental policies, systems and practices of the contract operator to the satisfaction of Caltrain, and for ensuring compliance with federal, state and local safety, health, and environmental regulations. Performs and documents safety and environmental inspections and audits. Develops and implements corrective action plans, in conjunction with Caltrain. Provides support to Caltrain staff on environmental and safety related programs, policies, procedures and compliance subjects. Position is the direct point of contact for the Caltrain Department of Safety & Risk Management staff for all related matters, and works collaboratively with Caltrain’s Supervising Rail Safety Officer.
• Provides technical expertise to analyze specific field environmental and safety problems and work activities. • Provides technical guidance and appropriate documented follow-up regarding how to handle environmental, safety and industrial hygiene problems. • Develops workable solutions to reduce the facility accidents and injury incidents. • Identifies pragmatic and programmatic ways of achieving compliance with EPA/OSHA/FRA/NTSB/CPUC regulations. • Works with the Agency to develop and implements safety or industrial health programs.

• Conducts or directs testing of air quality, noise, temperature, or radiation to verify compliance. • Organizes and directs independent inspections and analyses. • Compiles, analyzes, and interprets statistical data. • Conducts / coordinates training of workers on safety and environmental laws and regulations. • Conducts surveys to determine safety levels. • Prepares routine and special reports on environmental, sustainability measures and safety performance. • Prepares reports of findings from investigation of accidents, inspection of facilities, or testing of environment. • Supports investigations of all accidents or incidents of injury or illness. • Conducts, on a regular basis, inspections of facilities, machinery, and safety equipment. • Ensures the implementation of new regulatory and technical developments.
EDUCATION: Bachelor’s Degree in Engineering, Business or Environmental Sciences, Industrial Safety, or equivalent work experience in the field of safety Extensive experience in environmental and safety compliance.
WORK EXPERIENCE: Experience with OSHA and FRA safety regulations, policies and programs including Passenger Train Emergency Response plans as per FRA Part 239 requirements.
• HAZWOPER certification, or must obtain certification within 6 months of entry into the position.
• CSP Certification (Certified Safety Professional), or must obtain certification within 6 months of entry into position.
•Effective in problem solving and teambuilding skills.
• Effective coordinator/facilitator.
• Excellent presenter and trainer.
Other Requirements: Knowledge of railroad safety, health, and/or environmental regulations. Safety certification, OSHA, FRA, or equivalent. Extensive experience working with of rail maintenance facility, maintenance of way and train operations and experience in a passenger transportation services organization.
Communication and Interpersonal Skills: Excellent written, verbal and interpersonal communication skills.
Supervisory Responsibilities: Up to 430 indirect.
