Tasks

POSITION SUMMARY: Responsible for pricing, negotiating and administering multiple rail service contracts with individual states. Responsible for development of negotiating strategies and positions; building of consensus both within and without Amtrak; negotiation of agreements, contract amendments and other 3rd party contracts; and administration of existing and new contracts and agreements.
SUMMARY OF DUTIES: • Must oversee the development of appropriate pricing for state-supported rail passenger services. • Must coordinate the negotiation of agreements with the Amtrak Law and Amtrak Finance Departments to ensure appropriate remuneration and compliance with Amtrak legal and financial requirements and objectives, as well as with Labor Relations and Human Resources. • Interface directly with the Operations, Operations Planning and Mechanical departments, including the General Superintendents, Division Engineers, and Master Mechanics, to address specific issues associated with administering the agreements and contracts and to ensure compliance with all contracts terms and requirements. • Must support the Vice President, Policy and Development and other senior officials in the presentation and

discussion of the agreements and contracts before the Chief Executive Officer and the Board of Directors. • Serve as Amtrak liaison for state DOT personnel in matters involving pricing, contract administration, or problem resolution applicable to state-supported services. • Prepare monthly reports on services, including tracking of financial and operating performances.
EDUCATION: Bachelors Degree in Business and/or Engineering or an equivalent combination of education, training and work experience.
PREFERRED EDUCATION: Prefer advanced Degree in Business, Law and/or Engineering.
PREFERRED WORK EXPERIENCE: • Preferred extensive experience in transportation and business planning. • Strong understanding of and ability to communicate transportation issues. • Experience in negotiating complex issues and drafting appropriate contract terms with federal and state officials. • Experience in project planning and management, business development, and agreements negotiation.
COMMUNICATION AND INTERPERSONAL SKILLS: Strong verbal and written communication skills. Strong advocacy and communication skills, including experience in making presentations to senior management, 3rd parties and the Board of Directors.
WORKING CONDITIONS: Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis. Constantly works in a fast-paced, time sensitive environment with frequently changing priorities. Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data. Frequently handles multiple projects simultaneously. Frequently or occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).
