Job Description
Department & how it relates to the role Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value. About the role (External) The purpose of this position is to be able to demonstrate that new sections of the GSM-R system are working to design and are acceptable. This includes both the addition of new system elements and additional lines. The addition of new lines is based on a Quality Based Assurance System which the job holder will need to administer. The job also demonstrates that the FTN system is able to support circuits over it. For Railway Operational circuits this includes understanding the operational risks that the FTN may export to the supported applications and how these risks can be mitigated. Key Accountabilities * Define and maintain a system engineering framework for the FTN and GSM-R systems which will demonstrate that the system level requirements will be met. This includes tracing of requirements, hazard and threat analysis and reliability modelling. * In liaison with other program team engineers and operations personnel, populate and maintain the system engineering framework. This is to include new system elements and/or ways of using the network so that the system engineering models reflect the network. * Identify areas of inconsistency or improvement. This includes undertaking process audits and site checks to check project personnel are obeying the defined processes and that the end product is acceptable. * Collate and produce the system level safety cases for the FTN and GSM-R projects. This includes briefing and authorising staff to produce evidence, administering a Quality Based Approval process and capturing outstanding issues clearly that need to be resolved. * Document agreed user requirements for services to be supported by the FTN and GSM-R projects where they do not exist. This involves working with application engineers to make sure the requirements on the transmission network are defined so that they can be demonstrated to be met.. Job Skills, Experience and Qualifications Essential • Chartered Engineer. • Experience of System Engineering. • Knowledge of Railway Telecommunications Desirable * Knowledge of Network Rail safety approval processes. * Managed or worked within a Quality System
