The key purpose of the Investment Projects (IP) function is to effectively and efficiently deliver complex enhancements and major renewals. This will be achieved through world class project and contract management. In IP Enhancements our focus is to enhance the rail infrastructure to deliver our commitments for the future with increased efficiency and value for money. The Enhancements Programme Controls function is focused on assisting the Enhancements Programme Delivery Team to properly plan and report work undertaken, manage its levels of risk and finally, to reduce the predicted baseline spend through managing efficiency opportunities. Brief Vacancy Description Programme Controls Enhancements South East are based at East Anglia House, London to provide programme support to Enhancement projects across Anglia, Kent , Sussex and Wessex. Due to the increase in work load across South East there is a need to increase the number of project support staff to help the Programme Manager and Project Teams. Experienced Project Planner to work alone side the project team to develop detailed project plans through the life cycle of each project using P3e. Maintain a portfolio of projects on a period by period basis ensuring that the projects meet the overall requirements of the client and business need. Detailed External Job Description • Prepare a project work breakdown structure and plan in accordance with the requirements of the Guide to Railway Investment Projects (GRIP) and which is capable of delivering the project objectives, including during project development if required. • Manage so that the plan is fully resourced and cost loaded and monitor progress to the plan and make changes as required. Develop recovery programme and contingency plans in order to meet changed objectives. • Input the planning issues into the project’s critical issues risk log. Review planning risks and monitor whether the risk register is updated accordingly. • Report actual performance and variance against plan and forecast outcomes. Highlight key milestone and critical path issues to members of the team, provide an assessment of the impact of such issues and recommend solutions to correct the position. • Monitor and audit contractor plans. Monitor contractor’s planning processes so that they comply with Network Rail procedure requirements. • Interrogate contractor’s statement of progress for payment purposes. • Identify key possession requirements and monitor that these are properly booked. Comply with the Investment Competence Framework.
