Job Description

Department & how it relates to the role

National Signalling & Electrification (S&E) is responsible for the delivery of renewals of Signalling, Electrification and Plant that have a national impact.

The vacancy is for a Senior Project Engineer (SCADA and Distribution) working in the first instance on the National SCADA renewals project but with an expanding role to support all NSEP projects that have a SCADA and Distribution Engineering need.

About the role (External)

The Position

This position will be for a Senior Project Engineer working initially on the Supervisory renewals project as the Designated Project Engineer (DPE)

For every project a Designated Project Engineer (DPE) shall be appointed to manage the engineering aspects of the project in line with Network Rail standards.

Supervisory Renewals Project

Network Rail has a total of 13 ‘Stand Alone’ Electrical Control Systems across the country which monitors and controls the various traction power supplies. These systems and their associated infrastructure were designed and installed over a 50 year period and include a range of technologies from Electro-Mechanical ‘Post Office’ type relay systems to server based Electronic SCADA systems.

In addition to this with the needs and priorities of the business changing over time the functionality of these systems is also different with some control areas adopting a more manual approach to control whilst others operate within a more computer based automated environment.

Network Rail has a business need to replace these ‘stand alone’ systems and associated infrastructure with a more modern and functional consolidated SCADA system that could enable a safer and more consistent approach to Operations and Engineering to meet the needs of today’s railway.


Scope of Technical Change

To support the project aims the following technical changes are required:

Central Master Station

Provision of new SCADA CMS and training systems

Voice Communications

Provision of new voice communication and voice recording systems

Equipment with Substations

Provision of new outstation equipment at the electro-mechanical substations and Track Paralleling Huts to replace the 1950’s technology (approx. 230 sites).

Route Fibre

Provide new fibre optic connectivity between new outstation equipment in the electromechanical areas and the NR Fixed Telecommunications Network (FTN).

Data Communications

Provide data communications to connect:

* CMS inter server connections
* CMS Local Area Network
* CMS to new fibre optic network (Electro-mechanical Areas)
* CMS to existing electronic SCADA infrastructure.

Role of Designated Project Engineer (DPE)



For the purpose of recruitment only the key areas of responsibility identified within the Engineering Management standard have been summarised below.

Pre Contract Award

Prior to Contract Award the DPE shall:

• Prepare the relevant technical requirements for a Contract in accordance with Network Rail company processes.

• Agree and record the technical requirement for works to be undertaken with any Network Rail design and or construction organisation required to undertake work on the project.

• Assist the people appointed to represent the Company in its role as CDM co-ordinator, as required, to verify that potential design and construction organisations have adequate and competent engineering resources to undertake the project.

• Be satisfied that persons nominated to carry out the engineering roles are competent to carry out the duties.

• Recommend to the PM that the programme proposed by the design and / or construction organisation:

a) complies with the technical and engineering requirements of the Contract, including milestones for the completion of designs and engineering activities.

b) is sufficiently detailed and based on an adequate allowance for resources, methods of manufacture or construction, installation, testing and commissioning and supports compliance with requirements of relevant standards;

Post Contract Award - Design Phase

Post Contract Award (Design Phase) the DPE shall:

• Verify that the design produced integrates correctly with that of all other designers and the existing infrastructure.

• Support the PM in progress monitoring of the design elements of the project against the accepted programme and advise of any necessary changes.

• Implement Acceptance and Inter Disciplinary Reviews and obtain Technical Approval where required.
• Issue Acceptance of design on behalf of Network Rail.
• Verify that procedures are in place which confirm that all information relating to a project (e.g. drawings, diagrams, specifications, etc.):

o has been produced by competent designers
o has been subject to a Design Check by competent checkers
o has had all necessary IDCs carried out
o includes evidence that the designer has considered design risk as required by the Construction (Design and Management) Regulations.

Post Contract Award - Implementation Phase

Post Contract Award (Implementation Phase) the DPE shall:

• Establish processes to confirm that the construction has been executed and implemented in compliance with the accepted design and all relevant standards.

• Support the PM in determining the nature, extent and competence of persons required to carry out monitoring of the implementation of the project for compliance, with the design and other specified technical requirements.

• Confirm that construction issues emerging during the implementation phase do not invalidate the Accepted design, and the associated risk control measures.

• Confirm the Acceptance of construction on behalf of Network Rail.

Post Contract Award – Testing and Commissioning Phase

Prior to the commencement of testing and commissioning activities the DPE shall be satisfied that all necessary testing and commissioning documentation and personnel have been Accepted by a competent engineer appointed for that purpose.

The DPE shall, taking advice from other competent engineers where appropriate, undertake the following during the testing and commissioning period: -

a. review the progress of testing and commissioning activities (including soak testing) informing the PM of any concerns;
b. monitor the rate of production and closure of outstanding issues;
c. review the technical content of outstanding issues;
d. advise the PM of any remedial works required to close out outstanding issues;
e. confirm with the person allocated Infrastructure Manager duties that it is acceptable to defer the rectification of any outstanding issues until post commissioning;
f. assist the PM in obtaining a Statement of Safety Verification from the CiP.

Project Completion

The DPE shall verify that all ‘As Built’ records accurately reflect the status of the infrastructure taken into operational use by Network Rail. This can be achieved by undertaking a sample review of the ‘As Built’ records and determining that based on the evidence of the sample review it appears that the records have been updated to accurately reflect the infrastructure taken into operational use.

Job Skills, Experience and Qualifications

Essential

* Detailed knowledge of industry standards relating to mechanical and electrical engineering.
* Thorough knowledge of railway infrastructure. Design, construction, operation and maintenance.
* Relevant experience in mechanical, electrical and systems engineering design and installation.
* Strong evaluation and decision making skills.
* Ability to work and communicate effectively in a team context.
* Awareness of financial and commercial systems.

Desirable

* Chartered Engineer
* Understanding of risk management process and application
