Department Description

Investment Projects, Signalling and Electrification is the Programme team responsible for developing and delivering up to £90m of signalling investment per annum. Currently the team is delivering the South Wales resignalling and the Western mainline resignalling including the signalling work associated with the Reading remodelling project. The Programme team also deliver the more significant projects in the minor works programme.

NB This post is available only as cover for maternity leave for a duration of six months from 19th February 2010. This can also be a secondment opportunity.

Brief Vacancy Description

The successful applicant will have had experience of developing infrastructure projects from concept to implementation contract. The post will work alongside the project management and engineering team as Sponsor’s agent and be responsible for internal and external stakeholder liaison, securing funding and conducting stage-gate reviews for the Sponsor in Network Development. The Senior Project Development Manager will be responsible for writing the option selection report and authority papers, and maintaining the business case. Once development on Minor Works has been completed there will be opportunities to move forward to lead the development of resignalling elsewhere on the Western Route.

The successful applicant will have several years’ railway project development or project management experience. He/she will also have some signalling technical experience and knowledge and, although desireable, this is not essential. Excellent financial, numeracy and analytical skills will be essential and a formal Business Management or equivalent technical degree-level qualification is a requirement.

Key responsibilities of the role will include the following:

Develop the business cases of major projects or part projects to meet quality, safety, environmental, time and cost objectives, in accordance with applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate.
Comply with the process maps drawn up for signalling and telecom schemes and with the Network Rail procedures including the stage gate review process. Report scheme progress and status to the Lead Development Manager.
Identify and manage allocation of the resources, both internal and external, that are providing the functions for these stages.
Responsible for negotiation with the client and stakeholders for balancing their objectives with available funding and the need to see through the renewal.
Liaise and agree outline programme, resources and possession criteria.
Assess opportunities for packaging portfolio items to optimise delivery through discussion with the project management teams.
