About the role (External)



Lead the development, maintenance and communication of rolling stock & plant engineering policy and standards.



· Derive and maintain sustainable company policy for rolling stock & plant engineering, optimised with other disciplines and focussed on the efficient achievement of company outputs. Conduct financial analysis of policy options.

· Lead the development of rolling stock & plant engineering standards in accordance with the company standards management system. Confirm that appropriate financial analysis, consideration of user requirements and provision of training materials have been carried out for all new or changed documents.

· Identify and manage opportunities to improve, rationalise, or remove standards to improve business efficiency in a safe manner. Respond to such proposals from standards’ users. Lead technical input to national standards improvement programmes.

· Influence and provide input to the development of British, European and rail industry policy and standards and other issues on behalf of the professional head. Review new regulations and standards to identify any impacts on Network Rail standards and reflect these impacts into the standards programme.

· Lead the promulgation of new or changed legislation, policy and standards, related to track engineering, to engineering teams throughout the company.

· Lead the implementation of the company standard management system for the change, challenge and approval processes for rolling stock & plant engineering. Provide guidance on national non-compliance issues regarding the required action to achieve compliance.

· Manage appropriate monitoring to confirm policy, standards and specifications are fit for purpose and are delivering the asset condition and performance required to meet company output targets.

· Support the development and implementation of the rolling stock & plant engineering competence framework and specification of the training needs. Coordinate competence assessment.

· Conduct Engineering verification activities as directed in support of the national programme and provide support to other corporate assurance processes.



Essential



· Degree or equivalent qualification in a relevant subject

· Broad and extensive track engineering experience

· Comprehensive knowledge of policies and standards relating to track engineering

· Demonstrable experience of collating, analysing and interpreting user requirements

· Sound understanding of business case analysis as applicable to policy and standards change

· Ability to effectively communicate requirements in written English

· Sound understanding of the principles of assurance
