Department Description

Network Development works closely with the Network Planning and Investment Projects teams to develop the specification of enhancement and major renewals schemes from a client brief. The team sponsor schemes throughout the project lifecycle, and take particular responsibility for obtaining consents and stakeholder management.

Brief Vacancy Description

Manage the development of projects that will satisfy Network Rail’s and other stakeholder’s requirements establishing, business case analysis, acceptance and adoption processes, developing scheme outputs for project from GRIP stages1 to 8.

Detailed External Job Description

· Lead the development of the project(s) to time, cost and quality, in a safe and environmentally responsible manner in accordance with the Guide to Railway Investment Projects (GRIP), applicable Railway Group, Network Rail company standards and other specific legislation including CDM Regulations.
· Provide a professional, consistent and effective project development service to the clients including project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines
· Establish and undertake Stage Gate reviews for projects on behalf of the Sponsor, managing the process for reviewing project deliverables to identify issues raised for attention of the promoter.
· Define requirements and undertake reviews of proposed implementation methodologies, including stage works.
· Develop projects within the safety management system, and in particular that project remits are developed in the pursuit of reducing risk and to improve safety to meet company and industry targets.
· Confirm whether the programme safety case is established and endorsed by the relevant authorities. Confirm whether remits and structures are in place for regular audit to monitor adequacy of safety case and design review process.
· Establish and maintain the process for the review of change control proposals. Monitor development activities through the various stages of the project lifecycle, managing any changes to the project scope and tracking contingency spend and that the Sponsor is advised regarding its potential release.
· Develop business cases for projects and liaise with stakeholders to gain user commitment to the proposed schemes.
· Manage the integration and optimisation of Future Train and Operational Control Systems projects across other relevant disciplines, functions and stakeholders focussing on opportunities to deliver corporate efficiencies and benefits to Network Rail.
· Negotiate and agree project deliverables, costs, timescales and resource requirements with other disciplines and produce, monitor and report on a resourced project plan.

Job Skills, Experience and Qualifications

Essential

· Educated to degree level or equivalent professional qualification
· Strong interpersonal, influencing, negotiating and communications skills
· Commercial and financial awareness
· HSQE Awareness
· Substantial relevant experience in project management
· Substantial experience of project definition and delivery

Desirable

· Member of a relevant professional institution
· Experience of resource allocation and optimisation
· Knowledge of investment processes and procedures
· Knowledge of project management tools and processes
