Department Description

The Crossrail Programme will introduce a new train service from west to east under London. It requires extensive alterations to Network Rail’s infrastructure through some of the most congested and complex parts of the mainline network. These alterations are complex engineering projects in their own right. There are multiple interfaces across all disciplines and with the core section under London. It is vital that the network remains operational during construction. A project engineering team has been formed to develop and drive forward the engineering of Network Rail’s projects across the overall Programme.

Brief Vacancy Description

The successful candidate will be responsible for the engineering development of allocated OLE proposals from clarification of remit to project completion. The successful candidate will take a lead role in the development of Network Rail’s proposed OLE work. The successful candidate will ensure that the allocated proposals are developed in accordance with Network Rail and industry standards and are compliant with Network Rail’s safety, environmental and other objectives.

Detailed External Job Description

Key Accountabilities:

• To be accountable for the production and development of the allocated OLE proposals until project completion.
• Manage OLE proposals through GRIP stages as required by remits to meet sponsors’ requirements and Network Rail’s safety and business objectives.
• Develop the allocated OLE proposals to meet the overall project’s requirements. Manage the engineering interfaces of allocated proposals with concurrent work in other disciplines, or within other programmes.
• Provide expert advice to designers and to other disciplines demonstrating best practice in OLE design and construction.
• Ensure that the OLE design and construction stages are compliant with Network Rail’s standards and other relevant industry standards.
• Manage (or undertake where applicable) the development of suitable engineering options for a proposal giving full consideration to safety, reliability, maintainability, ease of construction, and environmental/whole life issues.
• Monitor the control of projects through GRIP stages so that changes to the project scope and outturns are controlled and examine their impact on the business case.
• Monitor the preparation of cost estimates schemes.

Skills Required:

Essential

• Significant overhead line experience, ideally with both design and construction experience.
• An engineering degree or equivalent industry-recognised qualification.
• A detailed knowledge of overhead line engineering; relevant successful experience working on overhead line projects and an adequate understanding of all other related disciplines.
• Detailed knowledge and understanding of industry standards relating to overhead line.
• An ability to work and communicate effectively in a team context and with external partners.

Desirable

• Membership of a relevant engineering professional institution. • Formal qualifications in risk identification and assessment.
• An understanding of risk assessment techniques.
• Knowledge of investment processes and procedures, including relevant computer systems
