Job Description
My client is a leading infrastructure company with a number of large projects underway. They need a Cost Planning Manager with Rail experience to be based in their offices just outside London. This is a permanent job with a salary of £65-75k The core purpose will be to create competitive, risk-limited estimates for rail projects in response to competitive tender enquiries. The job-holder will work with a bid team and be responsible for all aspects of the tender price from receipt of enquiry through the development of the offer, lead the financial discussions of the internal Commitment Review and ensure the bid is complete for submission. The ideal candidate will have strong experience in Cost Planning, appropriate contractor estimating experience and contractor bid tendering from a main contracting background. Duties: - Production of commercial bid response to tender enquiry - Ensuring risk and opportunity evaluation of the bids is carried out - Ensuring that bid contain forecast profit in line with company requirements - Capturing and analysis of cost data from live projects - Production and management of the measurement process - To support project teams with change control and major variations - Managing the production of the commercial offer - Negotiations with clients and their cost consultants to establish the project budget - Production of robust cost plans and supporting data Skills required: - Ability and experience in managing the production of rail project tender estimates - Excellent construction technology knowledge - In-depth knowledge of rail infrastructure for building and civil elements of construction plus a broad understanding of P-Way, signalling, telecommunications and traction power - High level of knowledge of the impact that the unique conditions of all aspects of working within the rail environment have on costs - High measurement capability - Capability of scoping project Preliminaries and pricing accurately - Excellent Communications Skills including presentation of estimates in differing formats and report writing. - Capable of accurately pricing work including consultation with the supply chain - Evidence of successfully working both in a team environment and independently
