Department & how it relates to the role


Undertake construction management on major projects in terms of safety, environment, quality, specification, standards compliance, programme, change control and functionality. This will involve the direct management of the works package contractors and overall management of the site system integration activity. Typically this will involve the management of 4-6 major contracts on projects generally valued in the range of £100m to £300m.

The Network Rail Great Eastern OLE Renewals team are looking to recruit a Senior Construction Manager that has a vast amount of experience in Electrification Construction at a senior management level. The main objective of the project is to increase the reliability of the Overhead Line Equipment between Liverpool Street Station and Chelmsford / Southend Victoria by renewing the existing GE fixed termination equipment with a Furrer & Frey System design that will be new to the UK


About the role (External)

Day to day accountabilities:

· Achieve the overall integration of the work package contractor activity. This will involve on site direction of the works contractors in terms of their occupation (time and space) of the site. Integrate and manage all site activity, and co-ordinate the detailed delivery schedule including providing reports on progress of the works.

· To manage and energise the construction site management team in the successful planning and delivery of the infrastructure changes to the network required to meet the requirements of the functional specification.

· Act as key interface between the Great Eastern OLE Renewals Project Management and Senior Project Engineers team on sites based activity, and alert the them to emerging issues, problems or opportunities that require their attention/action and recommend the course of action to take.

· Review the constructability of contractor designs during early stages of the work and the impact that might have on contractors baseline plans

· Develop and maintain both formal and informal liaison and procedures with contractors and within Network Rail, in order to manage construction HSQE the spreading of good practice, innovation, construction progress, compliance with contract requirements for construction, work specifications and designs, the identification and processing of non-compliances and changes, operational issues and Interfaces with third parties.

· Review in conjunction with the Project Engineer, the contractor’s work package plans, task briefings and site-specific risk assessments.

· To work alongside the Works Integration/Possessions Operation Manager in developing a long term possession strategy that will meet the Projects aspirations to deliver all planned construction work within the contracted dates.

· Provide site management attendance at contractor production and pre-possession planning meetings, recorded, and minutes produced for review. Liaise on all matters regarding site and engineering access with possession personnel.

· Implement the management processes to enable the effective monitoring of the works, by inspection and audit of work sites and review of office records and procedures, the compliance of contractors with their assurance case, HSQE plans and work package plans. Check whether works are carried out without risk to Network Rail controlled infrastructure, tenants, employees and the general public. Produce reports to the agreed format.

· Inspect work carried out by the contractors monitoring for compliance with Railway Group and Network Rail company standards, technical specifications and contract conditions. Instruct contractors in accordance with powers delegated, where remedial actions are required and manage that non-conformance reports raised are closed out in an auditable manner.

· Confirm whether contractors comply with Network Rail accident/incident reporting procedure and undertake local or formal investigations as required.

· In accordance with section 6.12 of Delivering in Work Procedure ensure compliance to site management requirements, confirm whether contractors P3 programmes take all reasonable actions to deliver the planned works of a high quality, prevent possession overruns, disruption to tenants and the general public, incidents, late handback of works or unnecessary defects.

· Develop a monitoring and reporting procedure that tracks progress of work in relation to programme and take prompt action to address (or provide recommendations).

· Assist the commercial team in dealing with variations and contract claims.

· Represent Network Rail at handover/handback meetings where necessary.

· Propose and renew resource levels, including confirmation of competency to the Network Rail Head of Construction in accordance with section 6.12 of the Delivering of Work Procedure, needed to manage worksites, and manage allocated Site Managers and agency/consultancy staff.

· Facilitate site visits for key stakeholders such as HMRI
