Commercial is responsible for the sourcing and purchasing of all works, goods and services for Network Rail. The function ensures that value for money is obtained from all suppliers by supporting the Company in developing sourcing strategies and delivering large, complex deals. Setting policy, designing and maintaining processes and systems, gathering and assessing data and providing strategic and analytical support all underpin the overarching goal of delivering a commercial, cost effective contracting and procuring process for the Business. Brief Vacancy Description Infrastructure Projects - Enhancements Scotland is responsible for the delivery of Multi Discipline Enhancement Projects. You will become a valuable member of the Commercial team which comprises of Procurement, Commercial (post contract) and Estimating contributing to the successful delivery of major projects including EGIP (Edinburgh to Glasgow Inprovement Projects). Detailed External Job Description We are seeking a Senior Buyer to provide a professional service to the Procurement Manager on both contracts and projects. The post holder will be responsible for all pre-contract activity associated with project procurement, such as procurement strategy, the evaluation and negotiation of contractors tenders and the preparation of contract documents of all values. The successful candidate will have proven experience of strategy development and will need to be self-motivated, organised and have excellent communication and problem solving skills. You will be confident in your ability and will be able to use your initiative and adaptability to meet the needs and understanding of your customers and stakeholders at all levels. You will be able to demonstrate flexibility in an environment of a changing organisation and a background of best practice procurement. You will be required to provide leadership in the areas outlined above and will be able to demonstrate a track record of cost reduction through effective supplier management. The successful candidate should either be working towards or already hold a CIP’s qualification or related field with membership of a relevant professional organisation.
