Department Description

The purpose of the Asset Management function is to manage the whole life of assets bringing renewals and maintenance closer together.

Brief Vacancy Description

Manage and direct the determination and development of the electrical power and fixed plant engineering route asset management plans for those assets within a defined geography. Manage the production of specifications and acceptance criteria for electrical power and fixed plant engineering works for all aspects of investment to achieve the required scope and quality in accordance with company asset policies. Provide a comprehensive route based electrical power and fixed plant engineering support service to Maintenance, focussed on specified delivery units.

Detailed External Job Description

The Key Accountabilities of the role are as follows;

· Lead the development of route specific plans, including all maintenance, renewal and investment activity and lead the development and management of the associated prioritised investment workbank. Manage the inclusion of all investment items into appropriate programmes and track through to completion, including approval of programme changes. Determine and advise on the implications if work is not undertaken in the recommended time-frame.

· Monitor route asset management plans to confirm that they are appropriate to deliver required regulatory outputs and amend the plans as necessary to deliver compliant output targets. Agree maintenance activity volumes with delivery unit teams.

· Sponsor electrical power and fixed plant engineering renewal and incremental enhancement schemes, unless specific other arrangements have been made. Review investment papers for compliance to national requirements and participate in funding negotiations.

· Work with other members of the asset management teams to review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and resolve critical technical problems.

· Manage the electrical power and fixed plant development of renewal and enhancement schemes to meet Network Rail’s goals in accordance with company asset policies and standards from project inception to transfer to delivery. Following transfer, provide technical resource to support the development and implementation of projects to confirm the technical requirements are sufficient, correctly interpreted and any changes agreed. Check that completed schemes are appropriately assessed to determine they meet the project remit.

· Manage the specification of acceptance criteria for electrical power and fixed plant engineering works including design approval, acceptance of equipment and hand back to maintenance as appropriate. Where necessary check that the acceptance processes are being discharged.

· Act as engineering authority for engineering deliverables associated with renewal and enhancement activities unless formally delegated to others.

· Provide professional engineering leadership and manage the provision of a comprehensive electrical power and fixed plant engineering support service focussed on specified delivery units, but also supporting other delivery units when required. Provide nationally consistent advice and guidance in the production and acceptance of business focussed renewals proposals. Manage the monitoring and improvement of the technical competence of electrical power and fixed plant engineers in specified delivery units.

· Provide a route based single point of contact engineering support service to Maintenance and Operations & Customer Services senior management for electrical power and fixed plant assets.

· Manage the arrangements for technical briefing of electrical power and fixed plant engineers in specified delivery units in order that the purpose, as well as the content of standards, specification, etc. is understood.

· Review, and approve as appropriate, derogations and non-compliances to electrical power and fixed plant standards in compliance with the delegated authority framework. Manage the response to applications outside of own delegated authority.

· Collate any issues of national significance and liaise with the national team to develop and spread consistent best practice. Support the development and review of national standards relating to renewals and enhancements. Collate, review and manage progression of potential improvements to electrical power and fixed plant standards from specified delivery units; provide feedback to the originators.

· Lead Engineering verification activities and provide resource to support the delivery of the national verification and maintenance audit programmes.

· Lead and conduct investigations into significant failures that affect the safety and condition of assets. Assist with the management of actions to mitigate the risks of recurrence.

Essential

· Chartered Engineer
· Broad and extensive electrical power and fixed plant engineering experience, particularly related to renewals and enhancements
· A detailed understanding of the maintenance of electrical power and fixed plant assets
· A sound knowledge of technical, safety and performance standards relating to electrical power and fixed plant engineering
· Proven ability to lead engineering activities in a business environment
· Experience in the integration of complex engineering systems

Desirable

· An understanding of safety management systems and risk assessment techniques
· Relevant management qualification
· Expertise in engineering management in a safety critical industry
