Job Description
Department & how it relates to the role The Network Rail Vehicle Conformance Team is a group that provides rail vehicle acceptance services. This work primarily falls into the following areas: * new vehicle projects (and major upgrades), covered by the Railways Interoperability Regulations 2006 (RIR) * component (Interoperability Constituent) approvals covered by the Railways Interoperability Regulations 2006 (RIR) * minor modification and upgrades, covered by the Vehicle Acceptance Body (VAB) process under the Railways and Other Guided Transport Systems (Safety) Regulations 2006 * Road Rail Vehicle approvals, covered by Rail Industry Standard (RIS) RIS1530/PLT and the VAB process. The role is to lead a team of Engineers in the assessment of conformance of new or modified rail vehicles and associated equipment with regulations and standards, assess risks posed to Network Rail Infrastructure and to carry out technical investigations. About the role (External) VCT are looking for an experienced vehicle engineer to join the specialist team engaged in NoBo and VAB services for Network Rail and external clients. The successful candidate will have experience in the following areas; acting as a Engineering Acceptance / Conformance signatory within a VAB, and / or an certifier / assessor within a NoBo. In addition, the successful candidate will need to demonstrate competence in at least one of the following specialisms: * vehicle dynamics, * braking systems, * structures, * hydraulics or * electrical systems or have been involved with On-Track Machines and / or locomotives and have a detailed knowledge of the RIR and ROGS regulations or have other relevant experience. The candidate should: • be a Corporate member of a relevant Engineering Institution • have substantial relevant experience • be an authorised Vehicle Acceptance Body signatory for the issue of certificates for rail vehicles and associated equipment • be capable of communication at senior level in the UK and Europe • have a thorough understanding of UK and international standards It is desirable that the candidate should be a Chartered Engineer. The work will require you to: 1. Lead the assessment of designs for new or modified rail vehicles and associated equipment against mandatory requirements. 2. Lead the assessment of amended or new maintenance plans to confirm whether they will, if adhered to, keep the rail vehicles and associated equipment within their design criteria for their whole life. 3. Lead the checking of the construction of rail vehicles and associated equipment for conformance with the accepted design. 4. Lead the certification of rail vehicles and associated equipment for conformance with mandatory requirements. 5. Lead the production of guidance documents on the application of the relevant standards to the engineering acceptance of rail vehicles and associated equipment. 6. Lead technical investigations, as required, checking that they do not conflict with the independence of certifiers, assessors and signatories. 7. Identify relevant standards for use in vehicle acceptance, making customers aware of all relevant requirements. Make recommendations for changes to UK and international standards. 8. Prepare submissions to external approval bodies, NoBos, NRAB, RSSB and HMRI on behalf of customers and represent customers at NRAB panels and in discussion with those organisations. 9. Lead the activities in NoBo/VAB Certifier/Assessor and Competent Person under the ROGS Regulations.
