Department & how it relates to the role



Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value.

About the role (External)



The key purpose of this role is provide comprehensive procurement and contract management support from strategic planning of procurement activities through to asset delivery.



Key Accountabilities



· Develop, implement and maintain detailed procurement and contracting strategies for the National Programme.

· Lead negotiation of complex, and high value contracts, achieving best value. Prepare and execute the corresponding contracts.

· Monitor so that compliant with Network Rail policies, procedures and governance and legal (including EU Directives) and regulatory requirements.

· Identification of cost reduction and efficiency opportunities including contributing to continuous improvement initiatives and the establishment of tools to benchmark programme efficiencies.

· Influence and liaise with other national programmes to manage consistency in commercial approach to supply market.

· Identify key commercial and contractual risks to business and manage contracts to mitigate risk.

· Pre-qualify, assess and select UK and International suppliers and contractors for adequacy and continuity of supply for all key sourcing requirements and manage strategic and cultural fit. Develop and manage positive supplier relationships.

· Develop appropriate processes and systems to regularly measure and monitor supplier performance.

· Contribute to the development and implementation of best practice systems and processes for the effective, efficient and consistent management of procurement and supply chain activities.

· Lead and direct the preparation of detailed procurement and contract strategies for all contracts aligning procurement strategies to the Business Plan.

· Prepare robust tender documents structuring the pricing document to facilitate cost analysis feedback for high value/high risk contracts and manage the whole tender process.

· Exercise delegated authority to procure in accordance with established policies and governance.



Job Skills, Experience and Qualifications

Essential



· Strong commercial aptitude with high personal and professional standards and be able to act as role model to inspire others.

· The ability to balance stakeholder expectations against the needs and capabilities of the business and suppliers.

· Membership of relevant professional institution.

· Thorough knowledge of contract requirements safety and environment.



Desirable

· Wide and successful management background either in rail or construction industry with extensive experience at a senior level of procurement and contracting.

· Educated to degree level.

· Experience of contracts and procurement processes and procedures within Network Rail.

· Six Sigma Yellow Belt.
