Department & how it relates to the role



Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value.

About the role (External)



This role will see you responsible for the strategic management of all the pre and post contract commercial contract management work undertaken by various commercial management teams in a defined functional or geographic area.



Key Accountabilities

· Functionally responsible to the Finance & Commercial Director [Region] for all the commercial management work. Agreeing with Programme Procurement Manager that the contract strategy for all projects in their area agree to the timely implementation.

· Develop and deploy a robust commercial strategy for the management and control of the commodity work scope including effective pre and post contract project cost management across the portfolio.

· Identify a robust procurement programme for all schemes including suitable contractors/consultants to support the development and procurement process as appropriate.

· Take a leading role in the management and resolution of legal and/or commercial disputes in own area of expertise in conjunction with Functional commercial management as appropriate.

· Review and confirm the accuracy of all the periodic and adhoc reports. Identify programme slippage, emerging problems with the Programme Managers and agree robust solutions for implementation and appropriate reauthorisation corrective action.

· Confirm that all variances are explained to the Finance & Commercial Director [Region]/Regional & Programme Director/Senior Programme Manager. Monitor so that variances, period forecasts, AFCs and budget/authority.

· Co-ordinate the effective feedback into the pre contract procurement process so that all contracts that are let meet the sponsor and clients requirements. Review tender documents prior to issue to manage they are complete and conform to Network Rail C&P practice and procedure.

· Manage the establishment of appropriate controls and audit regimes to achieve adherence to Network Rails procedures, relevant Railway Group and Network Rail company standards.

· Manage so that all commercial teams are deploying adequate resources from a commercial perspective, including provision of coaching and development for commercial staff.

· Plan and initiate the estimating and risk & value management of projects in a timely manner during the project life-cycle and secure resources to achieve this activity.

· Deputise for the Finance & Commercial Director [Region] at meetings when required.



Job Skills, Experience and Qualifications

Essential



· Knowledge of the use and application of railway and construction industry conditions of contract.

· Educated to degree level or equivalent and professional qualification.

· Experienced staff manager and negotiator.

· Demonstrate experience of resolution of construction contract disputes and robust post contract management.

· Relevant railway and/or construction experience.

· Knowledge of railway commercial contract management and estimating.



Desirable

· Experience of managing and developing several teams of staff.

· Can demonstrate good communication skills in all areas including written, oral and presentations.

· Experience of the management and review of contractor’s interim and final accounts.
