Job Description
Department & how it relates to the role

Based in Bristol covering teams in Swindon and Birmingham we are seeking an experienced Programme Commercial Manager responsible for all post contract commercial management covering a specific portfolio of medium to high value contracts maintaining optimum value for money.

About the role (External)

Accountabilities

1. Responsible for the commercial management of all framework agreements, resulting contracts, and any specific contracts.

2. Responsible for establishing the commercial strategy for this commodity work scope including effective project cost management and deployment of managing consultants.

3. Take a leading role in the management and resolution of legal and/or commercial disputes in own area of expertise in conjunction with Functional commercial management as appropriate.

4. Review contractual claims reports, identify emerging problems and recommend solutions for implementation to Functional commercial management for authorisation, as appropriate.

5. Responsible for monitoring all projects reporting is accurately maintained and recorded in accordance with company reporting systems. Explain all variances to outturns, period forecasts, AFCs and budget/authority to Head of Contracts & Procurement/Programme Director.

6. Lead and manage change control of contracts/awards for the programmes including resolution of contract variations in a timely manner.

7. Provide feedback into procurement process monitoring so that all contracts let meet sponsor and client requirements and have sufficient resources to aid effective delivery by the programme team.

8. Establish appropriate controls and audit regimes to achieve adherence to Network Rails procedures, relevant Railway Group and Network Rail company standards and monitor so that changes to these are reflected in contracts let.

9. Lead and deploy asset territory commercial team to maintain all live projects are adequately resourced from a commercial perspective, including provision of coaching and development for commercial staff.

10. Initiate estimating and risk & value management of projects in a timely manner during the project life-cycle and secure resources to achieve this activity

Job Skills, Experience and Qualifications

Essential

· Knowledge of railway and construction industry conditions of contract.
· Educated to degree level or equivalent and professional qualification.
· Experienced negotiator.
· Experience of resolution of construction contract disputes
· Significant relevant railway and/or construction experience.
· Knowledge of railway commercial contract management.

Desirable

· Experience of managing and developing a team of staff.
· Good communication skills both written and oral.
· Experience of contractors accounts.
