From multi-million pound schemes, such as the rejuvenation of King’s Cross station and the upgrade and expansion of Thameslink, to Europe’s largest civil engineering project - Crossrail, we are involved in some of the most ambitious and diverse ventures the UK has ever seen.

Strategic Sourcing is responsible for the sourcing and purchasing of goods and services for Network Rail, the commercial management of its contracts and supplier relationships and the physical supply chain.

In the New Year Strategic Sourcing launched a new Procurement Service Centre (PSC) in Eversholt Street, London.

Establishment of a PSC is a key element of Strategic Sourcing’s strategy to be recognised as world class in contracting and procurement by internal customers, suppliers and external bodies by 2010.

Our aim is to respond to all questions from suppliers and internal customers quickly and accurately. The purpose of the PSC project is to consolidate and rationalise transactional procurement activities from across Strategic Sourcing, into one centre of excellence. The resulting leaner, simpler structure and processes will increase operational effectiveness and help us meet our CP4 challenge.

Brief Vacancy Description

Leading projects enhancing the existing processes and R2P capability, ESI, e-sourcing, Oracle i-Supplier. contracts database, CCMS2 and any other sourcing and purchasing systems, managing project delivery to time, cost and quality through various phases in a safe and environmentally responsible manner, reporting progress in accordance with project reporting systems and guidelines.

Detailed External Job Description

Key Accountabilities

* Taking ownership of process definition, creation and implementation in the areas covered in the Systems and Process team.
* Improving integration with other Oracle applications to create seamless end to end business processes (e.g. Inventory management and Oracle Projects.)
* Manage the process repository (including the definition of standards to ensure the consistency and integrity of the process repository).
* Provide advice and support to sourcing teams and suppliers to answer queries and to help them to use the eSourcing systems appropriately and effectively.
* Provide technical and procedural advice on the use of purchasing and sourcing systems.
* Support the supplier set-up/registration process to enable suppliers to make use of the purchasing and sourcing systems.
* Work closely with the Procurement Service Centre Operations Manager to analyse and interpret queries received via the Helpdesk and to assist with identifying areas for process improvement.
* Develop and implement process change control processes.
* Develop and manage design and publication standards and templates.
* Promote the use standards and tools in all business change initiatives.
* Provide process consultancy support to business initiatives.

Job Skills, Experience and Qualifications

Essential

* Experience of process analysis and design, including experience of integrating business processes
* Business analysis experience
* Experience of producing professional and well structured documents which adhere to existing templates and standards
* Ability to build relationships with customers and manage their expectations
* Knowledge of Oracle E-Business suite including iProcurement and Purchasing

Desirable

* Project management experience
* Influence and assertiveness
* Experience of using structured methods for Business Process Re-engineering
* Strong IT skills including Microsoft Office Excel
