Job Description

Tasks

This position admins & directs Amtraks manpower, mechanical resources and materials in the field to actively provide maintenance of the NEC standard operating timtable speeds. This is based upon System Tracks annual production program scope, interim reaction to RMS Hits, conducts regional track degradation trend analysis & reacts to unplanned pop-up track Geom defects. This position manages aprox 96 field people in tacktical deployment of day to day work activities concurrent with long term strategic implementation of our high speed surfacing work crews. This position is responsible for approximately 5 individual work units which are variable btw Boston to Washington & Phila to Harrisburg. This position is also respondsible for the satisfactory performance of an annual FY 2010 capital budget of USD 12.3 million and sophisticated – complex equipment valued at over USD 43 million.
These units are as denoted below; • Unit # 1 – Wilmington Del to Washington DC • Unit # 2 – New Rochelle NY to Wilmington Del • Unit # 3 – Harrisburg PA to Phila PA • Unit # 4 – New York to Washington DC - Interlockings • Unit # 5 – New Haven Conn to Boston Mass

This position is also assigned new construction scope during weekend construction blitzs in support of Track Replacement, CWR Installation, Installation of New Ties, Undercutting, Crossing Replacements, Turnout Installations and Ballast Cleaning Crews.
Essential Functions
• Analyze track measurement data to direct surfacing work as required to maintain ride quality. • Develop an annual surfacing plan to out-of-face surface as necessary to maintain a state of good repair. • Respond to geometry car exceptions to remove slow orders. • Coordinates activities with other Production Groups, as well as Transportation, C&S and ET.
•Provide technical expertise to ensure all work performed meets Amtrak and industry guidelines and standards. •Ensure sufficient and specialized training of work crews regarding the functional use of AGGS, RMS, & Micro-processor diagnosis and maintains sufficient expert people & mechanical resources.
Minimum Qualifications B.S. Degree in Engineering or a related field or the equivalent combination of training, education and/or experience.
Demonstrated experience and thorough knowledge of train operations, railroad maintenance and construction methods.
Some experience in planning/scheduling and project management.
Minimum KSAs
Qualified or have the ability to be qualified in MW1000, NORAC, RWP, AMT2, applicable FRA rules and regulations. Excellent written and verbal communication skills Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
Extensive experience in railroad operations and procedures Demonstrated supervisory experience Demonstrated technical experience with regard to track systems, policies, and procedures Ability to work effectively with multiple team members

Work Environment Must be able to work in all weather conditions as this is a field job Subject to call 24/7
