Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value.

About the role (External)



Job Purpose

The purpose of this role will be to lead risk & value management services for high complexity programmes and project portfolios through teams of Risk & Value Managers and Analysts. To provide specialist technical advice and analysis on risk to executives and teams at the level of territories, programmes, national functions.

Key Accountabilities

· Provide strategic leadership and guidance in risk management, value management, across a major programme or programmes, together with their appropriate application to all stages of the project lifecycle.

· Develop and promote a culture of risk management and risk management capability and competency across all projects within defined programmes.

· Define and own the risk and value management processes to comply with the company project risk and value management procedures, on behalf of the programme. Establish appropriate process integration with corporate risk, operational, business, safety, environmental and possession planning requirements.

· Own and manage the strategic risk process, from the register to the risk management plans, on behalf of the programme. Establish programme level views of risk.

· Establish appropriate contingency budgets for the programme and provide robust exposure estimates so that contingency is managed in line with current exposure via structured auditable management decision making.

· Promote the joint evaluation of risks with appropriate significant stakeholders such as Department for Transport, TOCs, FOCs and contractor organisations to establish a basis for risk sharing and incentives.

· Implement risk and value processes in such a way that the programme complies in a pro-active manner in compliance with corporate standards and QA procedures.

· Establish, oversee and manage the forward resource management programme for risk and value management for the programme, together with the development and maintenance a suitable level of competence within the delivery resources.



Job Skills, Experience and Qualifications

Essential

· Able to lead strategic risk reviews with Programmes and Assets

· Expert in all aspects of project and business risk management facilitation

· Must have full awareness and strategic knowledge of Active Risk Manager and Pertmaster

· Able to build complicated cost, schedule and business risk models in a number of applications

· Able to explain the results of risk assessments to non specialists

· Can suggest appropriate risk assessments to non specialists

· Can suggest appropriate risk management actions for identified risks

· Knowledge of risk management techniques.

· Knowledge of project management and project control processes.



Desirable

· Membership of the Institute of Risk Management or Association for Project Management Risk Practitioner.

· Experience in Network Rail’s project management processes and procedures.

· Six Sigma Yellow Belt.
