Job Description
Department & how it relates to the role



Network Rail is planning to transfer certain activities of our business to a new National Centre which will open in Milton Keynes during 2012. You should be aware that this position will be included in this move.

About the role (External)



The purpose of this role is to integrate railway system modelling outputs to develop strategic improvements to the railway system.



Key Accountabilities



· Provide railway system advice to the development of the specifications for major infrastructure projects. Assess specifications for completeness and for their adequacy in addressing RAMS (reliability, availability, maintainability and safety) issues, including normal and degraded modes of operation.

· Determine Network Rail internal project safety verification requirements and requirements for independent assessment under the Common Safety Method on Risk Evaluation & Assessment.

· Support the interpretation and application of interoperability and compatibility regulations and processes. Develop company guidance and standards as required.

· Act as an authorised signatory for vehicle/infrastructure compatibility assessments.

· Provide railway system advice and input into the cross-industry System Interface Committees (SIC) and other industry initiatives.

· Represent the interests of Network Rail on various European standards and systems groups, which will include the development and implementation processes for Technical Specifications for Interoperability (TSI), CEN standards and the European Traffic Management System (ERTMS).

· Attend relevant acceptance panels, and provide railway system support to such panels.

· Provide railway systems input to incident investigations.

· Provide railway system technical expertise and advice to all functions within Network Rail as directed.

· As directed, lead railway infrastructure technology development within the context of the railway system to improve the efficient delivery of corporate outputs.



Job Skills, Experience and Qualifications



Essential

· Chartered Engineer

· Broad and extensive experience at an engineering management level, with experience at working across the entire railway system spectrum, concentrating on system interfaces

· Experience of investment project procedures and associated process development

· Creditable and substantial railway engineering experience



Desirable

· Commercial awareness

· Fellow of an appropriate engineering institution

· Knowledge of the European standards development processes

· Experience of the conduct and operation of technical acceptance panels

· Cab signalling experience, including associated human factors and operational experience, and knowledge of the Interoperability Directives
