The ATO Project is established to deliver ATO over ETCS for the Thameslink Programme. The Project team are responsible for delivering ETCS and ATS infrastructure to support the new Thameslink Rolling Stock operation of 24 tph by December 2015

Brief Vacancy Description

Lead Engineering Manager for the development and first deployment of Train Control, Traffic Management, and Regulation Systems on the Thameslink programme providing functional leadership within the Train Control and Regulation Systems (TC&RS) part of the programme. To manage compliance with the requirements of the Guide to Railway Investment Projects (GRIP), relevant Standards and Regulatory obligations, so that assets installed by the programme are ultimately capable of acceptance onto the network.

Detailed External Job Description

1. Communicate understanding of the overall business objectives of the programme checking whether the necessary authority, funding and reporting procedures are in position to deliver the required outputs.
2. Develop and manage the team structure, processes and tools to deliver, review and validate engineering outputs to support the programme schedule, budget and quality requirements.
3. Identify and manage the introduction of new systems on the network, where applicable, including systems/safety approvals and monitoring so that processes and documentation exist for sustained network usage.
4. Develop safety and quality objectives within the programme including appropriate validation and verification, testing and commissioning, staff development and competence management processes.
5. Identify and manage the programme engineering budget along with providing support information determining the overall programme budget.
6. Manage all project development, engineering and commissioning activities so that they result in schemes that are affordable, and that meet programme requirements for time, cost and quality.
7. Provide professional functional leadership for engineering within the programme, in accordance with policies and standards set up by the Engineering function.
