Job Description
Department & how it relates to the role Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value. About the role (External) Job Purpose The main purpose of the role will be to provide strategic leadership to construction management teams within a region, programme or major project, lead the recruitment and assignment of resources, implement competency assessment procedures and establishment of development plans. To implement robust communicate processes for policies, strategies and standards within construction management. Key Accountabilities · Communicate national policies, strategies and standards for construction management, verify that these are applied consistently and that they are cascaded to the construction management teams. · Establish and maintain resource planning processes and lead the recruitment and assignment of resources in the region, major project or programme. · Liaise with the programme management teams to provide adequate and suitably competent construction management resources appropriate to the delivery strategies. · Identify and manage the capture, review and introduction of new and innovative construction techniques, materials and products, and create communities of best practice both internally and externally with the supply chain and industry national forums. · Maintain a competency assessment procedure to enable annual development plans to be established that continuously improve the competence of construction management staff. · Identify capability and competency gaps, creating and delivering a capability development plan by liaising with line managers and HR as appropriate. · Identify national technical training programmes to specifically address any competency shortfalls. · Confirm that quality processes within the function are being maintained including a consistent application of verification, testing and commissioning procedures. · Establish a set of key performance indicators to benchmark, monitor and improve the performance of the construction management function. · Manage the technical briefing process for construction management staff. Job Skills, Experience and Qualifications Essential · Relevant successful experience of Construction Management within the Railway Industry or other complex industries/projects · Relevant experience of railway engineering systems and equipment, and implementation · Comprehensive understanding of CDM · Excellent interpersonal skills including highly effective written and verbal communication · Ability to communicate and present at all levels · Significant experience of supplier relationship management Desirable · Membership of an appropriate Professional Institution.
