Job Description

Job Description: Expert in National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) compliance needed for growing environmental group in the Los Angeles office. Must have familiarity with CEQA requirements of California state and local agencies, such as Caltrans and local transportation agencies and the Southern California Association of Governments (SCAG), for example. Must have familiarity with NEPA requirements of federal agencies, such as the US Army Corps of Engineers, Navy, Air Force, Federal Energy Regulatory Commission, Bureau of Land Management, Bureau of Reclamation, or Department of Transportation. Must understand issues facing these agencies in southwest region of the US. Will work with dedicated environmental team to pursue, manage, and deliver documents covering a wide variety of interesting projects, including water and civil works, power plants, highways, rail transit, and airports.

Division responsibilities include staffing, hiring and mentorship of personnel including staff performance reviews and salary recommendations. Also responsible for division project controls including quality assurance and control. An ability to coordinate marketing efforts, recruiting, staff development and retention will be essential. The candidate will report directly to the Los Angeles Office Manager.

Management: As a member of the Los Angeles office senior leadership team:
• Assist Environmental Department Manager and other department heads in preparing annual strategic business plan and business development plan.
• Meet with management team regularly to review progress in business development, project status, staffing, accounts receivable and collections.
• Provide business and staff leadership.
• Prepare plan to grow the department.

Staff Recruitment and Retention:
• Assist Human Resources in the identification and hiring of staff consistent with the business plan and office mission.
• Work closely with staff in professional development plans.
• Ensure job satisfaction of existing staff.
• Provide both informal and formal recognition for high quality staff work.

Business Development:
• Identify key target clients to meet objectives of annual business plan.
• Establish and maintain relationships with target clients for business development.
• Develop awareness of RFQs and RFPs with key target clients prior to release by agencies.
• Review Requests for Qualifications and Proposals and make Go/No Go Decisions.
• Assist proposal managers in development of strategic approach, qualifications, project team, scope of work, budget and schedule.
• Develop and maintain workflow projections and ensure adequate work for staff.
• Maintain membership and actively participate on boards of directors of professional organizations.

Technical Management:
• Work with project managers to ensure client satisfaction and to maintain URS reputation as No. 1 planning and design firm in the United States.
• Assist project managers in formation of project teams for document preparation.
• Assist staff in resolution of highly complex technical project related issues.
• Provide independent third party quality assurance program review of documents prepared by the URS project managers.
• Secure certification as URS Project Manager.

Staff Supervision:
• Maintain a respectful professional demeanor and communication with all URS staff, especially during stressful times.
• Set goals in accordance with company policies and procedures, establish performance standards.
• Conduct annual performance appraisals, and provide continuous feedback concerning performance.
• Provide technical review of staff prepared documents for conformance with laws, regulatory requirements and URS standards.
• Provide advice to staff and assist in resolving project related issues.
• Ensure project manager compliance with project management plans and health and safety plans.
• Actively monitor staff to ensure compliance with URS policies and procedures.
• Assist project managers with collections and accounts receivables.
