Brief Vacancy Description

The Contracts and Procurement Learning & Development programme is developing and implementing a significant programme of capability assessment and development activities and processes. This fixed term vacancy is focused on supporting, administrating and co-ordinating the Programme.

The Strategic Sourcing function is part of Network Rail’s Contracts & Procurement (C&P) community. The Director, Contracts and Procurement is accountable for the setting of sourcing and purchasing policies and procedures across C&P and for operating an appropriate governance regime. The Director, Contracts and Procurement is also the head of the Strategic Sourcing function. The function consists of two sourcing teams responsible for setting category strategies and running sourcing events across all Direct and Indirect supply categories; an enablement team structure responsible for developing processes, systems, tools and templates for strategic sourcing; the claims and contract evaluation team; and, finally, Business Support teams based around the Routes with a focus on applying best sourcing and commercial practices from HQ to Delivery Unit.

Detailed External Job Description

· To support the design, development and delivery of the C&P Learning & Development (L&D) programme and to provide input into the processes and systems applied on the programme.
· To co-ordinate the DNA process ensuring that new entrants to C&P are provided with an early opportunity to complete a DNA and establish a Personal Development Plan (PDP) and that DNA data is captured twice yearly in line with the performance review process.
· To support the development of the formal learning curriculum by working closely with the Learning & Development specialist and the Content Review Group (CRG) membership.
· To co-ordinate the CPD calendar of events through liaison with industry partners and professional institutes.
· To develop and promote the informal learning activities available to the C&P Community through the identification of new learning via website links, podcasts, professional journals and industry texts.
· To liaise with the Competence & Training team to ensure that learning offers are added to the C&P Course Catalogue on Oracle Learner Manager (OLM) when they are delivery ready.
· To liaise with the Competence & Training team to ensure that learning evaluation is carried out consistently across all C&P learning offers in line with the Learning Evaluation Methodology.
· To undertake other learning and development related tasks as directed by the Learning & Development Specialist.

Essential

· Experience of working within an HR or Learning and Development function
· Experience of co-ordinating Training Needs Analysis and training and development activities.
· Experience of compiling reports from learning and development data (e.g. course feedback)
· Good word, excel and powerpoint skills
· Good organisational skills
· Well developed communication skills

Desirable

Certificate in Training Practice (CTP) or able to demonstrate a good understanding of needs analysis, design and development of learning evaluation approaches.
Experience of working in Procurement of Capital Projects type organisations
