Network Rail is one of the largest land and property owners in the country. The Commercial Property team is responsible for generating sustainable income from the estate for re-investment in our rail infrastructure. The teams diverse portfolio encompasses all non-operational property and its mission is to drive the best possible value from the estate by focusing on ways of creating sustainable income for re-investment in our rail infrastructure.

Brief Vacancy Description

Job Purpose

Responsible for identifying and delivering investment and regeneration opportunities to create viable and profitable capital investment schemes that increase revenue to Network Rail.

The key to success in this role will be the skills and experience the postholder will bring in terms of project management and stakeholder/sponsor/relationship management; as well as exceptionally strong communication skills.

Detailed External Job Description

Key Accountabilities

1. Responsible for the formulation and development of the investment strategy to maximise revenue growth and in the light of changing business needs.
2. Responsible for identifying and evaluating capital schemes against agreed investment strategy, business plan and defined investment criteria.
3. Responsible for the preparation, submission and presentation at approval panels of detailed business case to secure authorisation in accordance with agreed process.
4. Prepare as Sponsor the project remits and approve the project management strategy before works are initiated. Monitor progress throughout the programme to make certain the agreed business case benefits are delivered.
5. Responsible for the management and delivery of target investment returns from capital enhancements including all necessary reporting, business planning and liaison with delivery partners
6. Responsible for monitoring the management and coordination of all consents necessary to deliver the investment including in particular planning, safety, fire, asset steward and regulatory processes.
7. Devise, analyse and maintain business metrics for performance of both individual investment projects and the programme and deliver on an agreed periodic basis. Responsible for the provision of quality data, records and plans following completion of projects.
8. Identify opportunities with developers, investors and occupiers of adjoining property to leverage value from comprehensive investment projects
9. Provide best practice, professional expertise and support on investment issues to all clients and sponsors and constantly seek to improve cost, programme, value and quality measures.
10. Develop and maintain strong and appropriate relationships with key internal and external stakeholders in order to promote and facilitate investment initiatives quickly and efficiently.

Job Skills, Experience and Qualifications

Essential

· Educated to degree level or equivalent
· MRICS or other relevant professional qualification
· Experience of identifying, appraising or managing the delivery of capital investment projects
· Experience of financial modelling, analysis and programme management
· Strong interpersonal skills
· Excellent presentation and communication skills

Desirable

· Commercial and or Operational railway industry experience
