Job Description
Department & how it relates to the role Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value. About the role (External) Job Purpose The main purpose of this role is the management and co-ordination of the activities required to gain and maintain appropriate Quality standards and Certifications to allow Infrastructure Projects to operate in the sectors specified in the Business Plan. Provision of an independent auditing service to provide assurance to the Infrastructure Projects Board of compliance to key legislation, business and industry standards. Key Accountabilities · Develop the Infrastructure Projects Quality Strategy. · Administer the Infrastructure Projects Boards Quality Policy and create/maintain an appropriate Quality strategy to deliver the Policy aims and objectives. · Manage the provision of the appropriate ISO certifications necessary to bid and deliver Infrastructure and Rail contracts (e.g. trade). · Establish and maintain a Business Quality System. · Provide a Consistent Quality and Governance framework and approach across Infrastructure Projects. · Identify and transfer best practice throughout Infrastructure Projects, reducing cost and improving effectiveness. · Direct the delivery of the overall assurance/compliance plan for Infrastructure Projects, including the NCAP programme. · Endorses core audit programmes across Infrastructure Projects to maintain the required certifications. · Provide expert support and guidance to the Infrastructure Projects Regions and Programmes for issues regarding Quality Assurance and process compliance. · Develop and implement plans to address significant non-compliance with standards, legislation, safety case or notices served by statutory authorities. · Demonstrate personal leadership through collaborative cross-functional working, not least by building close working relationships with Safety and Compliance, Engineering and internal audit. Job Skills, Experience and Qualifications Essential · Able to demonstrate significant Compliance/Assurance experience in a large and complex multidisciplinary organisation · Member of the Chartered Institute of Quality · The ability to balance stakeholder expectations and perceptions against the needs and capabilities of the business · Understand the Network Rail context in terms of government, commerce and industry both nationally and internationally · Possess high levels of stamina, resilience and energy · Able to absorb and recall large quantities of information quickly · Detailed understanding of financial issues · Have sufficient standing and credibility to be a figurehead · Able to effectively communicate to all levels of people inside and outside the business · Able to influence decision-making Desirable · Good knowledge of Network Rail’s management systems · Good knowledge of railway operational and contractual practices · Good knowledge of construction practices · Lead auditor qualified.
