Job Description
Department & how it relates to the role



The key purpose of the Investment Projects function is the efficient delivery of renewals and enhancements through improved specification, better utilisation of resources and the professional control and management of projects. It’s focus is to renew and enhance the rail infrastructure to deliver our commitments for the future through increased efficiency and value for money.

About the role (External)



To lead and manage the planning and integration of the major programmes and projects within the region in order to achieve successful and efficient delivery to cost, time and quality whilst meeting regional requirements and control period outputs. To co-ordinate & manage the National Discipline plan by working with other regions. To lead on competence & technical development of the planning resources within the region.

Key Accountabilities:

1.
Lead, develop and manage an integrated plan with responsibility for the co-ordination of all programmes and projects within the region and resolve planning & integration conflicts.
2.
Integrated Work and Possession Management – manage and control all access planning, prioritisation, work scheduling, change management and box time management for all programmes and projects within the region. Coordinate the regions compliance with the relevantprocedure
3.
Long Term Planning – responsible for the successful integration of future corporate and regional requirements.
4.
Business Improvement – achieve efficiency savings across the regions which allow the cumulative workload to be delivered at the lowest cost possible.
5.
Risk Assessments – responsible for route risk assessments, reporting and advising the Major Programme Director on Go/No Go decisions.
6.
Develop, lead and maintain the national level plans for respective asset, optimise plans and resolve conflict. Act as key contact point with the client to align Route Asset Management Plans and the delivery capability of the Region.
7.
Report progress and status of the Regional business plan/ work bank and the National Assets to stakeholders as required
8.
Lead on national competence and development of all planning resources throughout the region
9.
Manage effective stakeholder relationships throughout the region
10.
Lead on the creation and improvement of planning and change control processes for a national asset (eg Central Region will lead on planning and change control processes for Buildings & Civils)
11.
Act as the Planning function lead for the region so that all planning staff comply with all processes
12.
Contribute as a member of the Regional Senior Management Team

Job Skills, Experience and Qualifications:

Essential

· Member of a relevant professional body with chartered status and/or educated to degree level.

· Relevant experience in the successful management of significant projects in the construction and/or rail industries.

· Able to think strategically and tactically.

· Strong commercial focus and financially astute.

· A comprehensive knowledge of the principles of the investment process.

· Strong leadership ability

· Excellent communications skills and the ability to develop relationships with a wide range of key stakeholders at Director and Executive level.



Desirable

· A post graduate business qualification

· Good knowledge of/experience in the UK rail industry.

· Six Sigma Yellow Belt.
