Job Description
Department & how it relates to the role



Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value.

About the role (External)



The key purpose of this role is to lead for cost planning & estimating across Infrastructure Projects, covering people, performance, systems, process & governance. Provides a strategic lead in the establishment of a Cost Planning & Estimating Service and maintains effective policy, standards and processes on estimating and cost analysis. Manages discipline performance through training, development, internal & external benchmarking.



Key Accountabilities



· Own governance, processes, systems functionality and tools for cost planning, estimating and data collection.

· Champion change and improvement and oversee process development, performance and compliance in order to deliver consistent best practice across Newco.

· Sets standard discipline structures, roles, training, competencies and develops career paths

· Take a strategic view and control the instruction of consultants with regard to the provision of external estimates.

· Discipline owner of Rail Standard Method of Measurement, Estimating & the Unit Cost Modelling tool, their deployment, utilisation and associated professional training.

· Develop, implement & maintain a centralised repository/library for Unit Cost Modelling, benchmarking & national/regional unit rates, including standard template documentation.

· Lead the sharing & promoting best practice, through tracking achievements, development of appropriate KPI’s/financial targets and review and dissemination of lessons learned.

· Liaise with the Regional Bid Manager(s) and establish an appropriate interface in process and data so as to support an effective bidding competency.

· The production and dissemination of Infrastructure Projects Quarterly Estimating Bulletin (QEB) and associated updates.





Job Skills, Experience and Qualifications

Essential



· Good leadership skills, with the ability to establish cross-functional relationships and manage cultural/organizational change.

· A comprehensive knowledge of Estimating and Cost Planning, project management, planning, risk and commercial processes and systems.

· Membership of a relevant professional body with chartered status and/or educated to degree level.

· Relevant experience of provision and management of estimating and / or QS services.

· Good presentation & communication skills



Desirable



· Relevant experience in the use of tools & techniques in the provision of estimates and cost models within rail industry.

· Six Sigma Yellow Belt.
