Main Job Function: Overall Management of Design, Development, Installation and Commissioning of CBTC and AWS signaling system on operating transit railroad (USD 350 million dollar program).

Primary Job Responsibilities:

Principal Interface and Contact for the New York City Transit Authority
Establish Project Management and Subcontractor Management Plan for 77 month signal conversion and modernization program:
- Develop Program Master Plan, WBS, Program Schedule and Work Packages for all constituents including
TT&SI, TRSS and Installation Subcontractor.
- Secure permanent NY office facilities and infrastructure for Owner and Thales
- Develop position descriptions for key personnel and secure transfers or recruit
- Prepare conformed program cost estimate, issue work packages and approve budgets
- Oversee subcontractor selection and contract negotiations
Monitor, control and report status of all elements of program and budgets
Identify and proactively mitigate program risks
Assure on-time delivery of contract services and deliverables
Manage customer relationships and activities; internal to Thales and/or external subcontractors
Prepare and maintain program sales and financial forecasts
Assure timely invoicing and collection

Job Requirements and Essential Skills:

Must have 5+ years experience working with operating transit railroads and familiarity with operating restrictions, logistical challenges and safe work environment.
Strong commercial negotiation and contract management skills
Strong process orientation and discipline to ensure compliance with both Corporate and Customer procedures
Critical thinking, able to identify and implement better efficiencies and process improvements
Good organization, planning and team building skills
Effective communication skills to interact professionally with all levels inside and outside the organization.
Flexibility to take on additional projects and adapt to changes in priorities
Advanced MS Office skills
Occasional domestic and international travel (approximately 10%)

Education and Experience:

BA/BS in technical, management, or business related field required; Master s Degree desirable
Must meet the contract minimum requirements for project manager with respect to prior experience
Must have 5+ years experience as a program manager in transit industry and have prior experience delivering complex systems in live operating environments.
Must have experience managing Installation/Infrastructure Subcontractors
10+ years in experience in deploying fixed block signaling systems
5+ years plus experience in delivering CBTC systems
