Network Development is a recently created function to pull together, into one function, the sponsorship of Enhancement projects in order to improve consistency and quality of output. As a consequence a dedicated finance team is being put together to with the responsibility of partnering this vital function as it sets out to achieve its objectives.

Brief Vacancy Description

The successful candidate will manage the provision of comprehensive and quality financial support and control to the Development Projects team within Network Development who lead the early sponsorship of substantial projects such as Network Electrification, Control Period 5 projects or Manchester Hub. The role is in line with the overall finance strategy to provide increased business partnering so will require an individual who can balance the essential, traditional, finance role of control with the need to support and guide our business partners as they strive to meet their objectives. The role will allow the successful candidate the ability to get involved and influence some of the most important and largest projects to be delivered by Network Rail in both the current and next control period.

The key output from the individual will be to review, challenge and assist the Development Project sponsors on the assumptions and financial data used to develop the project proposals such that the proposals are able to withstand both internal and external scrutiny.

The key accountabilities for the role are:

1. Support the function in achieving their objectives and financial targets.
2. Manage the Corporate Governance process for the function, maintaining compliance with relevant technical accounting standards.
3. Maintain technical standards of accounting in accordance with statutory, regulatory, HMRC and Group Policy & Regulations.
4. Proactively challenge the management of financial and business risk and opportunities.
5. Conduct financial reviews of departmental performance and projects
6. Manage the business planning process in delivering business objectives, including development of action plans, monitoring of progress and identification of corrective action.
7. Manage the recovery of income for third party projects.
8. Appraise all investment proposals and provide analytical information to assist in making investment decisions.

Detailed External Job Description

Do you have…?

· Significant experience managing the finances of large projects within a matrix management organisation?
· Project corporate governance expertise, project control and risk management skills?
· Experience of identifying and delivering significant cost savings and efficiencies?
· Senior level experience in project accounting and commercial responsibility for large scale multi-million pound major projects and/or contracts?
· Extensive board reporting experienced at a large organisation?
· Strong experience of claims management and variation controls, including negotiations with suppliers/contractors and clients and debt recovery?
· Substantial post qualification experience?
