Job Description
Department & how it relates to the role The key purpose of the Investment Projects function is the efficient delivery of renewals and enhancements through improved specification, better utilisation of resources and the professional control and management of projects. It’s focus is to renew and enhance the rail infrastructure to deliver our commitments for the future through increased efficiency and value for money. About the role (External) To lead the finance & Commercial regional team in the development & deployment of procurement strategies and the associated commercial & supplier relationship management. Lead project accounting, all aspects of management reporting, internal control and financial/commercial reporting. Act as the custodian of effective programme and project controls and commercial governance across the portfolio, implementing appropriate processes and improvement initiatives as necessary. In parallel, provide leadership, strategy and coordination to claims reporting, management and mitigation, pursuing recoveries where appropriate. Key Accountabilities: § Lead the Finance & Commercial discipline across the Region. § Deliver all commercial targets as agreed with the Regional Managing Director. § Lead regional teams in the development & production of programme procurement strategies and the deployment of appropriate forms of contract & contractual provisions for capital expenditure projects. § Work in conjunction with the regional teams and the supply base to improve commercial management processes and to create more collaborative relationships with our suppliers. § Own & implement the operation of the governance framework for Newco Finance & Commercial activities; including the review and approval of contract strategies, awards & variation within agreed delegated authority limits. Maintain appropriate procedures and systems of internal control to protect safe stewardship and custody of assets & maintain the integrity of associated financial records § Promote standards & strategies for the avoidance and minimisation of claims against Newco and where necessary report, manage and support to the business in the notification & resolution of claims, acting as commercial discipline lead, pursuing recoveries where applicable. § Provide specialist advice on all contract, procurement and commercial issues and maintain links with other disciplines, programmes & regions so as to develop joint initiatives, deliver improvements and maintain consistency in the commercial approach across the supply market. § Lead and inspire the team to maintain full engagement in meeting business objectives whilst adhering to professional reporting lines. § Proactively challenge the management of financial and business risk and opportunities. § Manage the business planning & reporting process in delivering business objectives, including periodic reporting of business liabilities including cost, schedule & outturn. § Appraise all investment proposals and provide analytical information to assist in making investment decisions including supporting the business in the development of credible benchmarking and bid management tools & competencies. § Provide active support for improvement in discipline competency, with particular regard to supplier management, collaboration, benchmarking and bid management, supporting relevant discipline & company wide initiatives as necessary. Job Skills, Experience and Qualifications: Essential § Strong leadership skills, with the vision and ability to establish cross-functional relationships and drive cultural/organizational change. § Exceptional interpersonal skills, possessing the ability to interact and maintain credibility with people at all levels within Newco, up to and including Board level as well as with industry stakeholders. § Significant experience of various standard forms of contract and their application and/or amendment to reflect particular contractual circumstances § Significant experience in the commercial management of high value, complex contracting situations § Exceptional negotiating skills and experience in the negotiation and resolution of complex claims § Experience in and knowledge of contract law, contractual litigation and contractual dispute resolution § Membership of a relevant professional body (e.g. RICS) with chartered status and/or educated to degree level. § Numerate, analytical and articulate Desirable § Background in Commercial, Engineering, Construction or other such related sectors § Relevant experience in the successful contract and procurement management of major programmes of work in the construction and/or rail industries. § Strong commercial focus and financially astute. § Experience of contracts and procurement processes and procedures within Network Rail § Experience in project accounting and commercial responsibility for major projects and/or contracts
