The key purpose of the Investment Projects function is the efficient delivery of renewals and enhancements through improved specification, better utilisation of resources and the professional control and management of projects. It’s focus is to renew and enhance the rail infrastructure to deliver our commitments for the future through increased efficiency and value for money. Commercial is responsible for the sourcing and purchasing of all works, goods and services for Network Rail. The function ensures that value for money is obtained from all suppliers by supporting the Company in developing sourcing strategies and delivering large, complex deals. Setting policy, designing and maintaining processes and systems, gathering and assessing data and providing strategic and analytical support all underpin the overarching goal of delivering a commercial, cost effective contracting and procuring process for the Business The majority of major rail enhancements are delivered by third parties, but Network Rail has a vital role in facilitating such schemes, and undertaking smaller enhancements to meet customer needs. We have particular in-house expertise in the construction and completion of committed legacy projects, initiatives arising from the Safety and Environment Plan, and schemes sponsored by the Strategic Rail Authority and other key stakeholders. Brief Vacancy Description Your role will allow you to become involved in supporting the business plan and programme teams in estimating pre-and post-contracts for all projects within your department. Detailed External Job Description Using your as an experienced estimator you will support the programme team by producing accurate and comprehensive estimates making sure that they are efficient and within the times scales given so that the programme teams can move forward with the projects they are working on. You will develop and promote estimating good practice within Network Rail and will refer to the Investment Competence Framework for further details of all core responsibilities, this will help you to control and manage the estimating process at project level. It’s not necessary for you to have rail industry experience. In fact, what will set you apart is your motivation and natural flair for dealing with people at all levels.
