Job Description

Tasks

SUMMARY OF DUTIES: This position is the subject matter expert with all aspects of Amtrak’s Efficiency Test Program and serves as the Federal Railroad Administration’s point of contact concerning the program.
Develops and implements computer based training technology to provide initial and recurrent training on operating rules and special instructions to T&E employees, dispatchers and operators, and engineering department employees.
Develops, monitors and directs the administration of policies, procedures, practices and programs designed to ensure operating employees are properly and continually developed to perform their duties in a safe manner adhering to all company and regulatory requirements.
Conducts regular audits of operating practices throughout the Divisions for regulatory compliance and works to develop and implement action plans to address trends, taking corrective action and offering innovative ideas for improvement in these areas.

Subject matter expert and provides final interpretation on operating rules and practices and special instructions to ensure clear understanding and consistent application of the instructions, including governmental regulations impacting train operations.
Responsible for the achievement of operational safety goals by leading in a proactive role aiding in the prevention of train accidents, employee and passenger injuries, avoiding FRA citations/fines.
Solicits, monitors and analyzes performance measurement data to allow for more controlled decision-making. Decisions at this level impact the entire organization.
Responds on site to assist in train accident investigations to determine causal factors to adequately respond to regulatory agency inquiries.
Ensures compliance with operating tests and inspection standards by regularly measuring and analyzing test effectiveness.
EDUCATION: Must have Bachelor’s degree from an accredited college or university in Business Adminsitration, Operations Management, Transportation Management, or a related field. May consider an equivalent combination of education, training and/or experience.
WORK EXPERIENCE: Significant experience in development, training or oversight of railroad operating rules.
Demonstrated knowledge of applicable Amtrak, contract carrier and governmental regulations and operations.
Demonstrated leadership abilities and the ability to work on a team.
Experience in using PC based word processing, project management, spreadsheets and presentation software (e.g., Word, Excel, PowerPoint) to ensure effective business analysis and presentations.
Superior organizational, administrative, and personal computing skills as demonstrated through past experience.
PREFERRED: Extensive knowledge of Amtrak’s operating rules system wide.
Extensive knowledge of Amtrak’s TEST system.
Significant experience working with multiple team members.
Former management experience over T&E, Block Operators, Train Dispatchers or Yardmasters.
Knowledge and experience leading technology-based initiatives.
COMMUNICATION & INTERPERSONAL SKILLS: Superior effectiveness in communication skills, including writing, speaking, negotiation, project management and presentation/ platform skills.
Demonstrated drive, ambition and leadership ability.
SUPERVISORY RESPONSIBILITIES:
Requirements
Yes – Leads a staff that is responsible for converting Amtrak documents into electronic format for intranet and e-mail distribution, issues weekly operating rule reviews and provides various reports relating to operating practices.
TRAVEL REQUIRED: Yes – 25%
