From stations to tracks, signals, bridges and tunnels, we own and manage a vast number of assets essential to the social and economic wellbeing of the entire nation. In order to meet the travel demands of an ever-increasing population, were expected to grow by at least 30% over the next ten years. During such uncertain economic times this is rare indeed. In fact, we have funding secured for an infrastructure investment programme that could change the face of Britain. The majority of major rail enhancements are delivered by third parties, but Network Rail has a vital role in facilitating such schemes, and undertaking smaller enhancements to meet customer needs. We have particular in-house expertise in the construction and completion of committed legacy projects, initiatives arising from the Safety and Environment Plan, and schemes sponsored by the Strategic Rail Authority and other key stakeholders. Brief Vacancy Description The Network Rail Enhancement Commercial Team in York are seeking an experienced Commercial Manager specifically an experienced Post-Contract Commercial Manager/QS. The successful candidate will be responsible for commercially managing and reporting a number of projects. They will also participate in the pre contract process by working with procurement specialists in tender preparation and appraisal. Detailed External Job Description As Commercial Manager you will be at anyone time commercially supporting projects that could typically include a number of development projects each up to £500k, several medium sized implementation projects each of around £2m or one large project of around £25m. Enhancements projects are normally multidiscipline and can include track, signals, civils and E&P. Many of the projects are funded by external parties and the post holder will be required to prepare invoice requests to recover project costs. As a Commercial Manager you will deal with both internal and external contracts. This will include: Commercial negotiations Post contract valuations Certification of works Valuing of variations Project cost forecasting and financial reporting through well established IT systems. As you will be required to provide advice to the project team on contractual matters you should have considerable experience particularly of multi-discipline design and build construction contracts. The successful candidate will have a formal Quantity Surveying qualification. Additionally, they should also be able to demonstrate having managed rail or medium to large construction or plant contracts, and preferably, they should have rail experience and previous exposure to claims. Ideally the candidate will be RIC’s accredited or working towards accreditation.
