Job Description
Department & how it relates to the role Planning and Regulations responsibilities include developing robust, deliverable and consistent business plans that reflect our corporate goals. We are also responsible for assisting the business in complying with its regulatory obligations (excluding safety) and for ensuring that the company understands the regulatory/contractual framework within which Network Rail operates. The key objectives of the team are improved business planning and effective management of key regulatory issues affecting the business. The Commercial Advisors within Planning and Regulation play an important role in both managing Network Rail’s relationship with the Office of Rail Regulation (ORR) and other government bodies including the Department for Transport and Transport Scotland and supporting the organisation in meeting its regulatory and contractual obligations. About the role (External) This is an exciting opportunity to work on important regulatory matters which affect Network Rail. You will be part of a team that is works with the ORR on a day to day basis on commercial policy matters and on contractual and licensing issues. This role would suit an enthusiastic, persuasive, commercially astute and delivery-oriented individual capable of building excellent relationships. Essential abilities should include outstanding communication skills (both written and oral), knowledge of railway business needs and an ability to understand and advise on complex contractual and licence documentation. Detailed Job Description Your responsibilities will include: * Providing advice and support to internal Network Rail customers on our suite of regulatory and contractual obligations and what must be done to comply with them. * Assisting the wider business to fulfil its commercial objectives, obtaining the support of industry regulators (notably the ORR) as appropriate. This will include negotiating or supporting business applications for exemptions and consents under the company’s network and station licences and statutory closure requirements as necessary. * Developing and implementing appropriate and pragmatic strategies for monitoring the company’s compliance with its regulatory obligations, in particular those arising under the network and station licences. * Developing company awareness of the regulatory regime within which Network Rail operates, promoting regulatory compliance and minimising the risk of enforcement action through appropriate means such as business advice, education and training. * Assisting in the co-ordination of Network Rail’s corporate response to any allegation of regulatory non-compliance, mitigating the impact on Network Rail’s business as required. * Evaluating changes to the regulatory framework, in particular changes relating to the network and station licences. * Providing informed and pragmatic advice in response to a wide range of business enquiries relating to the regulatory regime within which Network Rail operates. * Acting as team interface between the ORR and the business for other specific areas of regulatory activity relevant to job purpose, to facilitate delivery of commitments to time and quality. The successful candidate should have: * Excellent communication and influencing skills (both written and oral). * Highly developed analytical capabilities. * Experience of working in a regulated environment (or for a sectoral regulator). * Strong commercial awareness. * A passion for customer service. * Degree level qualification or equivalent. Desirable attributes include: * Experience in overseeing implementation of complex policies and / or the implementation of business change.
