Department & how it relates to the role

Infrastructure Projects re-launches as a regionally-based business unit of Network Rail from April 2012. In addition to four regional delivery units (current work includes Crossrail and the redevelopment of King Cross station); its scope includes a national Signalling division, Thameslink, and the Railway Communication System programmes. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail’s ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value.

About the role (External)



The key purpose of this role is to lead the development, review and submission of professional bids in a consistent format. To identify and develop future business opportunities and work in conjunction with and advise the Regional commercial teams on the bid strategy and process for appropriate opportunities. Drive the establishment of credible bidding competencies within Infrastructure Projects through the development and consistent deployment of effective processes, tools and governance across Infrastructure Projects. Plan, report, coordinate and where required, manage ad-hoc teams in the development of Infrastructure Projects bid submissions.

Key Accountabilities



· Develop & implement a robust process for the preparation and submission of bids on behalf of Infrastructure Projects, encompassing informing bid strategy, bid/no bid process, bid initiation, bid preparation, review and sign-off.

· Co-ordinate, monitor & report on regional & national bid opportunities, submissions and achievements.

· Develop, implement & maintain a centralised repository/library for all bidding information including standard template documentations and previous references.

· Lead the sharing & promoting best practice, through tracking achievements, development of appropriate KPI’s/financial targets and review and dissemination of lessons learned.

· Act as lead on major communications with the regions on the development and dissemination of bid process, tools, templates and relevant metrics.

· Track initial time & cost inputs so as to develop appropriate metrics and advise on budgets for PQQ and bid preparation, submission and review.

· Lead on the analysis and identification of future opportunities that are commercially beneficial to the Region, obtain funding to develop opportunities and make detailed recommendations and risk assessments upon these

· Co-ordinate lessons learnt/feedback from previous tender submissions and to work with & advise the regional commercial teams on any strategy or decision making relating to the bid process.

· Define & lead processes, systems and quality standards for the management of bid development market intelligence and market analysis. Monitor & promote adherence to these standards, processes and systems

· Develop market intelligence in appropriate local markets, on which the regional commercial team may bid for work on the uncontested market.

· Represent Infrastructure Projects in face-to-face client bid meetings

· Where required, manage the bid team members to ensure the target for bid submission dates are met efficiently, culminating in production and final bid submission, securing executive approval.





Job Skills, Experience and Qualifications

Essential



· Able to demonstrate a history of effective bid management

· Proven experience in the establishment of process, tools and templates necessary to establish a bidding competency within a governance framework that ensures appropriate levels of control

· Excellent influencing skills

· Proven senior management & leadership experience

· Proven competencies in project and/or commercial management

· Professional academic qualification

· Excellent oral and written communication skills

· Excellent customer focus skills

· Ability to manage technically qualified staff

· Flexible approach to the working environment

· Ability to work under pressure and meet deadlines



Desirable



· Previous experience & good understanding of estimating infrastructure works

· Previous ownership & implementation of high level international marketing strategies

· Relevant rail sector experience
